hehe! Very true, but I am concerned that the government is trying to enforce a law that basically it can't enforce. The sort of nasty people who breed and train dogs for fighting are not the sort of people to get licences, to register their dogs or even to pay insurance. if they see the coppers coming, they will just ditch the dog and run. Poor mutts.

I wish certain people couldn't have dogs or kids but like you said, it can't be enforced.
